Michael Allmain, a 14 year resident of Port Townsend, in my opinion, has been prejudiced, discriminated against, abused, and I believe has had his human rights and civil rights violated.

The Port Townsend Police Officer, Wendy Davis who was the lead on all this as far as I know and others involved knew whose dog Moses was, they had malicious intent to harm this man and steal his property, I Allege.
A Bit on Timeline, Civil and Criminal Conspiracy I Allege.
On the Evening of November 23rd, 2020 Moses, Michael Allmain's Dog, his PROPERTY, goes missing.
Michael Contacts the Jefferson Humane Society by phone and the police immediately, he is led to Officer Wendy Davis who allegedly ignores him.
November 24, 2020 by NOON private citizen Michelle Sanchez gets information from the Jefferson County Humane Society that Moses is at CVAR, and Posts on Facebook as seen in screen shot below. So the very next morning after Moses goes missing and his owner is frantically looking, even though ALL parties knew who the owner was, this woman knows? How did this woman know that quick that someone else's private property was missing? And how did she get information of where that stolen property was, where his emotional support dog, his property was?
On November 26, 2020Defendant Michael Allmain emails the Jefferson County Humane Society, “the Pound” as private citizen Michelle Sanchez calls it in her post at NOON the day after the property, the dog Moses goes missing, and “the Pound” who gave her private confidential information, REFUSED that information to the Property Owner, Michael’s family member, his emotional support dog Moses.
Michael continues to contact everyone and anyone, he posts on community pages, he calls the police and everyone he can and is ignored. Others contact the county attorney on his behalf and they are shut down. Meanwhile the public, lynch mob I call them, gets information from government officials and a non-profit about his private property, his confidential information.
December 16th 2020Michael has email correspondence with County Attorney Chris Ashcroft, he is told he can’t talk to him because a criminal case has been filed. Michael Continues to beg, plead and search for months.
Then on FRIDAY February 19th, 2021 Port Townsend City Officer Wendy Davis mails Defendant Michael Allmain a Legal Remedy to redeem his PROPERTY, his Dog Moses. The law in the letter says it is supposed to be sent in a “feasible” amount of time, I guess that means months and 15k later, tee hee. Anyway, 3 MONTHS in a letter is mailed to notify the property owner the LEGAL Remedy, as a matter of law to redeem his property.
On SATURDAY February 20th, 2021 Michael Allmain gets the Legal Remedy Letter. (Click Below to Read) and he emails it to me, Reverend Crystal Cox, I get the letter on that same date of February 20th, 2021.
Saturday Night, February 20th, 2021 I upload a video titled
"Reverend Crystal Cox Michael Allmain and Moses Update. NOT GOOD NEWS". At this moment in Time, I was not certain Michael would live to see Monday the 22nd of February. He was given 5 days over a weekend to come up with an impossible amount of money $2556, or his best friend Moses would be destroyed as their legal remedy threated they could do, or adopted out gone forever. This destroyed Michael and he had no will to live, will leave that at that for now.

On MONDAY February 22, 2021, MIRACULOUSLY, homeless man, Michael has someone offer to loan him the Legal Remedy stated in a legal notice, the $2556 in order to redeem his property, his family, his Dog Moses. Michael contacts his court appointed criminal attorney, who then contacts Officer Wendy Davis and tells her that his client has the money (ya know the LEGAL REMEDY can be fulfilled per LAW) and she allegedly acted surprised, I allege she did not think there was anyway for this homeless guy to come up with the $2556, so they would keep the dog and the issue would simply go away. So she allegedly said something like, well, I am not sure I will have to check with CVAR and see if they have a lien or any expenses. Ok So NOW the “Legal Remedy” has changed? IS THIS LAWFUL? Is this how it works for everyone, or just for us homeless folks?
Ok so that phone call with Michael’s attorney and Officer Wendy Davis letting her know he has the remedy where we can pay and where is the dog, oh and MICHAEL did not know where MOSES was until that moment when Officer Wendy Davis said she would have to see if CVAR has a lien. Though so many other people, Not the Owner, knew all along.
LATER THAT SAME DAY. On MONDAY February 22, 2021, WOW, Magically CVAR did have a Lien, well I allege they had one on the standby in case they needed it to ensure they keep the dog while they set the own up for criminal abuse and neglect charges and steal his personal property, harass and torment him. THE LIEN HAS THAT EXACT DATE OF FEBRUARY 22, 2021.

So after 3 months Defendant Michael Allmain is given a Legal Remedy by the City of Port Townsend, and when he meets this Legal Remedy (by Statute, as a Matter of LAW), the City of Port Townsend Officer in charge contacts CVAR and gets them to enact their pre-meditated lien to keep the stolen property, I ALLEGE.
OnFeb 22, 2021 in the Evening I found out that Michael's attorney had talked to Officer Wendy Davis and told her they had the REMEDY, and she said well ya umm.. CVAR may have more expenses. He barely made it to Monday and WHAM the Cruelty of the City of Port Townsend and co-conspirators I allege, add more emotional torment, more money, more time of THEFT I say, I am bummed and I upload this video below totaled "Center Valley Animal Rescue Vet Extorting the Port Townsend Homeless? On November 23, 2020 Michael Allmain went out of town for a few hours for supplies, his dog, Moses could not go. Moses was let off his lead and picked up by the City of Port Townsend as an Animal at Large. From there the County pressed Criminal Charges. (more details of this timeline coming soon)

Washington State Non-Profit PUBLICLY Declares they are "Willing" to PAY "Provide" “ALL” “ON Going Care”
Yet Privately, Maliciously with intent to steal private property I Allege and viciously discriminate and attack a homeless man, Bill the “client” as per law is the owner, as I understand it, $11,600 after hiding, concealing his property for 4 months now and counting. They hide his dog and give no legal remedy for months, then give a remedy by law, than bait and switch, change that remedy too. And you see in the screen shots below that this non-profit, this vet seemingly way outside confidentiality laws, and in complete discrimination admit to giving updates to multiple parties, while KNOWING who the owner was and did not give him information. Why?

Below is a Video Showing that the Port Townsend Community Facebook page by Wyatt Ranson is humane, compassionate and kind for the missing dogs, injured dogs, dogs at large as long as it does not belong to a homeless man, does not belong to Michael Allmain.
To me this shows clear discrimination, as I was banned from the page in December for sharing my TRUE (not hearsay) first hand sworn statement of what I truly experienced and saw. Wyatt Ranson claimed he removed all my posts, videos and such in order to present BOTH sides. Make sense? No but take a look at some examples of "dogs at large" where the owner is loved, embraced, helped by the very same people, such as the site owner Wyatt Ranson
Wyatt Ranson, the Port Townsend Community Facebook page allowed hearsay, hate, discrimination, attacks on Michael and more, yet when someone defends him with a true experience and sworn testimony, Wyatt Ranson deletes that person, ME.
Michael Allmain was also banned, not allowed to speak his side of the story, and another associate of mine banned as she spoke positive of me and of Michael.
Community Page, Discrimination against Homeless is Clear Well, to me, anyway.
MOSES, Michael Allmain's Dog when he was still at his home. So Sweet there with his animal family, so precious, so well behaved.
Story of How the City of Port Townsend Took a Homeless Man's Dog, and seems like some sort of racket to extort the homeless to the benefit (Unjust Enrichment) of Center Valley Animal Rescue, the City of Port Townsend and Jefferson County seemingly in civil conspiracy with, the Prominent People, the Do Gooders, The City of Port Townsend, and Jefferson County ... and who knows who ELSE.
Moses the Magical Dog, Michael's FAMILY and best friend SIMPLY Disappeared.
Now it is known what happened yet Jefferson County Washington, and prosecuting attorney Chris Ashcroft will not give this man information on his case, simply told there was criminal charges being filed against him. (Dec 2021)
No word on the dog, no word on what action to take. No visitation. This man's best friend, his family, his asset STOLEN by the City of Port Townsend. No End in Sight, no Course of Action to take, No Solutions. Simply, in my opinion, a discrimination, a prejudice against this man that violates his civil rights and his human rights as well as animal rights.
Picture this, You buy a wolf hybrid dog, your money, a puppy, you raise the dog, your asset, your best friend, your family, your time, your life and the City of Port Townsend, Jefferson County Washington I allege in Conspiracy with a local non-profit called Center Valley Animal Rescue STEALS your dog, claiming unproven abuse and neglect, holds the dog hostage in some mysterious location and give NO SOLUTION (Legal Remedy) to get it back, give NO Information on what can be done. Why? my guess is he is homeless and they don't care or they don't feel homeless people have rights or will have anyone to speak up for them or their family. (his dog Moses)

And I have spoken to many who saw this guy and this dog around town for years, downtown, in front of Port Townsend Safeway, at the parks, and various other locations. Did You See Him?
My Original Statement to set the record straight, Bearing Witness of How Michael Allmain REALLY is with his Dog.
People seem to think if you are homeless your dog is suffering. Thing is from what I have seen, homeless people spend more time, more training with their dogs for the simple reason that they have the time to do so, and they have small sleeping quarters. Way better then leaving your dog while you go to work all day, right?
People that are homeless with dogs have a closer relationship in my opinion and from what I have seen. Every day all the time type of relationship, and sleeping close every night kind of relationship.
I have seen comments that Michael should not have a dog unless he lives in a more "stable" environment. So odd to me as people whose dogs sleep in the garage, or dog house or even another room in the house don't spend every day sleep time with their dog. People who work, or run around for various reasons are not with their dog all the time. HOMELESS PEOPLE ARE ACTUALLY WITH THEIR DOG ALL THE TIME. To me this is more stable, more training, more connected.
Do Homeless People have less rights?
So what if you live in a home or car. You have property rights, you have human rights, you have civil rights. Why is there a Prejudice if you live in a car vs. a house? Things to Think About.
The City of Port Townsend STOLE this man's dog. He bought the dog, raised the Dog and has been victim of serious misunderstanding, injustice, prejudice, and in my opinion civil and human rights violations.
Statement Michael Allmain posted on Port Townsend Community Facebook Page regarding his missing, stolen dog. Turns out the City of Port Townsend took the dog.
“The city took my service animal from me , the community I used to call home and worked for lived in and respected over 15 years has failed me ,
I will hold everyone involved responsible from the infiltration of activists who would rather spend thousands keeping tabs on me and stressing me out to the point of considering suicide, then to be a caring community and put me to work , to the non licensed for domestic animals vet he should have not been sent to but the owner has wanted him for over a year and put her money to work to bully ,rob , and ruin my life , to the ones who ignored and avoided all contact with me for 2 weeks acting more like thieves then professionals, as well as the few (un mentioned) member's of law enforcement who gained my trust just to strip the only thing I had left right as the holidays were around the corner ,
I had no idea humanity could be so cold , my dog was taken care of never went without food or water and every instance the could bend the truth and deceive the higher ups they took but they arnt getting any consequences for psychotherapeutic invasion tactics forced on me and my service animal, I will be a good boy and jump through the political hoops with there teams running the show but if that fails I am going to exercise my right to protest and go on a hunger strike until my companion is returned or until the inevitable occurs,

Lets Take a Look at the May 2019 incident a Bit more. WARNING if you click the link to the article Moses looks really bad, this was 2 years ago, he had a bad accident and was NOT dragged by his owner. The Leader article Defames Michael, the owner in my opinion, still there are some things to look at here as to the Liability of all involved.

Prosecuting attorney James Kennedy said:
"they have yet to determine which of these this case would fall into if they determine that a crime has occurred at all.
One challenge, he said, is that economic factors are an affirmative defense against animal cruelty in the second degree. That means that if an animal is not being adequately provided for because its owner does not have the financial means to, it cannot result in criminal charges and the animal remains in their care.
"County Code 6.07.030 and 6.07.170 say an impounded domesticated animal must be brought to a shelter “designated by the county” and if it is injured or diseased it must be provided for with reasonable veterinary treatment.
Jefferson County Humane Society is the only animal welfare agency that has a contract with the county.
Paul Becker, president of the Jefferson County Humane Society says this also means the deputy erred when he brought the dog to Center Valley Animal Rescue because it is not a licensed veterinary hospital and he believes it does meet the county’s standard for reasonable veterinary treatment.
Center Valley has licensed veterinarians on its volunteer staff, but is not licensed as a veterinary hospital. Sara Penhallegon, Center Valley Animal Rescue Director, holds a veterinary technician license. Washington State Health Department records confirm the facility operates with a “limited veterinary service/animal control agency,” license.
This license allows animal welfare nonprofits to provide spay, neuter and microchip services and perform vaccinations on pets for low-income owners. It also allows them to provide full care to sheltered animals and animals in need of emergency care.
Penhallegon disagrees with Becker, saying the nonprofit was acting within its capacity and the facility should be considered adequate veterinary care in emergency situations as was the case with Moses. Even though another local veterinarian was open at the time the dog was found, Panhallegon said no one else in Jefferson County could have provided the around-the-clock care the dog needed.
Jefferson County Sheriff Joe Nole said in addition to considering what was best for the animal, another factor in the decision to take the dog to Center Valley was the cost to the county. He said the department has worked with Center Valley Animal Rescue many times in the past for emergency animal care and because of the way they operate, the cost to the Jefferson County taxpayer is lower than that of a veterinary hospital.
Prompted by Becker, a discussion between County Administrator Philip Morley and Undersheriff Andy Pernsteiner caused the Sheriff’s Office to transfer Moses to the Humane Society, where it was released to its owner days later.
Nole said because of this situation and the department’s desire to continue to work with Center Valley Animal Rescue, he is considering options to legitimize the organization’s relationship with the county, possibly through a revision to the county code.
Becker said after the dog was brought to the humane society, it was taken to a licensed veterinarian for evaluation. He said this vet did not make any ascertations to whether the dog showed clear signs of abuse, as Center Valley had, but Becker also said that no one asked.
Becker said they would not release the name of the veterinarian who saw the dog because they “do not release medical information without the owner’s permission.” Penhallegon said she was told this veterinarian also submitted a report to the Sheriff’s office.
The dog was released to its owner, Becker said, because the law requires organizations to contact the owner as soon as possible. This was done despite the Humane Society’s knowledge of Center Valley’s neglect allegations.
When Nole called the Humane Society to ask them to hold the dog he was told it had just gone back to its owner hours earlier."

I, Reverend Crystal Cox, ALLEGE (in my opinion and experience) that Center Valley Animal Rescue, Private Individuals, the Jefferson County Human Society, Officer Wendy Davis, the City of Port Townsend, Chris Ashcroft and Melissa Pleimann of the Jefferson County Prosecutors office, possibly individual police and or sheriffs, and other John and Jane Doe's were involved in a Criminal and Civil Conspiracy to steal the private property of Michael Allman, as proven in the video thread and PDF below, to me INTENT is Clear.
Center Valley Animal Rescue followed through on this intent nearly 2 years later (now). MARCH 2021
To me, in my opinion, this Thread shows malicious intent on the part of Center Valley Animal Rescue and other parties. As of March 12, 2021 in an Evidentiary Hearing at the Jefferson County Courthouse in Port Townsend I learned that Center Valley Animal Rescue has approx. $11,000 in Liens against Michaels "property", his dog, Moses, his Family and Emotional Support Animal. As I see it this was done with proven intend to STEAL the dog. "property".

If a law enforcement officer authorizes removal of an animal pursuant to chapter 16.52 RCW, the person or entity receiving the animal and aiding in its care or restoration to health shall have a lien upon the animal for the cost of feeding, pasturing, and caring otherwise for the animal. The lien attaches on the date such costs are due and payable but are unpaid. Any such person is authorized to retain possession of the animal until such costs are paid or the lien expires, whichever first occurs.

EVIDENTIARY HEARING
Possibly Kinda Sorta Good News-ish for Michael, not so Good for ALL other Port Townsend, Jefferson County Residents, and very bad precedent for homeless individuals with dogs.
Jefferson County Deputy Prosecutor Melissa Pleimann LIED and Claimed that Michael Allmain made no attempt to get his dog and therefore time has run out so Center Valley Animal Rescue get's to keep the dog, and do as they please.
The Judge seemed to be reminding her that she did not represent CVAR, and she herself stated that CVAR had no representation there on that day, HOWEVER, they did have an $11,000 lien in the way of Michael getting his dog back, all so convoluted, at best. Placed deliberately and maliciously to set Michael up to lose his dog, otherwise known as to heartlessly, ruthlessly, maliciously steal a man's property.
The video below shows two emails that prove she lied, and there are other communications, plus he contacted the PT police over and over and was directed to Officer Wendy Davis who IGNORED him and I allege violated his rights further.

Prejudiced AS A MATTER OF LAW
I ALLEGE that Jefferson County Washington Deputy Prosecutor Melissa Pleimann has Prejudiced Defendant Michael Allmain as a matter of law.
Meaning, she, they, are using evidence, implications and hearsay from a prior case (WITH NO CONVICTION) as a “weapon”, as evidence or implied evidence to prejudice a defendant in a current criminal case, 2 years later, of which he has paid severe consequences and is looking at even more severe actions against him by these same people, government entities, and a local non-profit.
I Allege that the City of Port Townsend and Deputy Prosecutor Melissa Pleimann have Prejudiced Defendant Michael Allmain as a matter of LAW.
As they are clearly using evidence, hearsay, and information from a past event of which Michael Allmain was NOT convicted, as Evidence against him in a current case for an animal at large, with a chronic ear and skin issue as he has explained over and over.
However, as you see on the CVAR Facebook thread I showed, they have NO interest in the Owner, Michael’s side. He spent hours answering every allegation and CVAR simply deleted his side of the story, his defense, his truth.
When you use evidence from a prior offense of which there was no conviction, it is my understanding, that this “prejudices” the defendant in the new case as a matter of law.

What Confidentiality Laws did the Jefferson County Human Society (the Pound) violate when they gave private personal information to third parties, as clearly proven in the CVAR FB Thread I Posted?

(a) Takes, leads away, confines, secretes or converts any pet animal, except in cases in which the value of the pet animal exceeds seven hundred fifty dollars;
(b) Conceals the identity of any pet animal or its owner by obscuring, altering, or removing from the pet animal any collar, tag, license, tattoo, or other identifying device or mark;
(c) Willfully or recklessly kills or injures any pet animal, unless excused by law.

(1) The sale, receipt, or transfer of each individual pet animal in violation of RCW 9.08.070 through 9.08.078 constitutes a separate offense.
(2) The provisions of RCW 9.08.070 through 9.08.078 shall not apply to the lawful acts of any employee, agent, or director of any humane society, animal control agency, or animal shelter operated by or on behalf of any government agency, operating under law.
